Undertested Core Modules

The following core modules have tests, but they're incomplete, broken on certain platforms, or just need some quality time. Please add modules as you come across them, with notes on what could be fixed.

B::Terse

something's broken on threadperl, and some of the overloaded opcode types aren't tested very well

DB.pm

DB::DB() test is incomplete

Dumpvalue.pm

broken and skipped on EBCDIC platforms
